The Targets: Order of EvictionThe government planned to deport Germans in the reverse order of when they had entered the country:First, those who arrived after the start of World War II.Second, those who arrived after Hitler took power in 1933.Finally, long-term residents, including those who had arrived as economic refugees in the 1920s.
Tragically, the broad scope of the law meant that German Jews who had fled Nazi persecution in the 1930s and survived the Holocaust in the Netherlands were briefly categorized as "state enemies" alongside their former persecutors. Local protests and interventions by human rights groups eventually forced the government to grant exemptions for most Jewish survivors, though many still faced intense bureaucratic harassment to prove they were not "hostile."
While the government intended to deport all 25,000 Germans, the operation was halted in 1948. In total, 3,691 people (roughly 15% of the German population) were successfully deported. The operation fell apart due to a mix of domestic and international pressures:Allied Opposition: The Allied powers governing occupied Germany—particularly the British and Americans—strongly objected. Germany was already starving and overwhelmed by millions of refugees expelled from Eastern Europe.
