Seven people were detained, he said.

Ключевое слово promised.
По факту там по 300‒500 рубов, как на путинг в Лужниках.

я думаю они из категории «рады обмануться» или вообще идейные

Учитывая видео с бабуськами, колошматящими ложками по мискам и кружкам, идейные, но подготовленные профессионалами.
